State Environmental Information Fund

Official information on the activities of the State Environmental Information Fund.

The State Environmental Information Fund (hereinafter – SEIF) is a structural unit of the RSE on REM “Information and Analytical Center for Environmental Protection” of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan.

SEIF is a system for the centralized collection, recording, systematization, storage and dissemination of environmental information and other regulatory, statistical, accounting, reporting, scientific and analytical information concerning the environment, natural resources, sustainable development and ecology in written, electronic, audiovisual or other forms.

In its activities, SEIF is guided by:

  • the Aarhus Convention (Law of the Republic of Kazakhstan No. 92-II dated 23 October 2000);
  • Article 25 of the Environmental Code of the Republic of Kazakhstan (Law of the Republic of Kazakhstan No. 400-VI dated 2 January 2021).
  • the Rules for Maintaining the State Environmental Information Fund (No. 316 dated 9 August 2021).

SEIF is maintained to ensure the exercise of the public right of access to environmental information, promote environmental education and improve the environmental culture of the population, as well as to provide information support to public authorities.

Operational framework of the State Environmental Information Fund

From 2009 through 2025, approximately 94,558 items of environmental information were collected in the State Environmental Information Fund. Materials are submitted to SEIF by public authorities in written, visual, audio, electronic and other tangible forms.

The main functions of the State Environmental Information Fund include:

  • providing public institutions, citizens and public organizations with prompt and high-quality access to official environmental information;
  • providing environmental protection information on the basis of requests;
  • creating an environmental database on electronic and paper media for official and public use;
  • advising individuals and legal entities on environmental protection matters.
Main functions of the State Environmental Information Fund

Since July 2014, environmental information from the Fund has been provided through a public service. SEIF employees regularly inform the public about the possibility of obtaining environmental information free of charge.

As part of maintaining SEIF, the Unified Environmental Internet Resource (ecogosfond.kz) is operated as a single information platform containing more than 8,700 environmental materials. The resource brings together sections of the State Environmental Information Fund, the EcoInfoPravo electronic legal database, materials on the Aarhus Convention, the archive of National Reports on the State of the Environment and the Use of Natural Resources of the Republic of Kazakhstan, the Environmental Code of the Republic of Kazakhstan, and other information materials, thereby providing users with open access to environmental information.

To facilitate the search for the required information, all Fund data are registered by type of environmental information and systematized in the following areas:

1. Global environmental issues

  • climate change;
  • depletion of the ozone layer;
  • biodiversity conservation;
  • desertification and land degradation.

2. National environmental issues

  • environmental disaster zones;
  • issues related to intensive development of the resources of the Caspian Sea shelf;
  • depletion and pollution of water resources;
  • legacy pollution;
  • impact of military, space and testing sites;
  • transboundary issues.

3. Local environmental issues

  • radioactive contamination;
  • air pollution;
  • bacteriological and chemical contamination;
  • industrial and municipal waste;
  • natural and man-made emergencies.

4. Other areas

The Fund materials are also systematized under other areas of environmental protection.
